Having done many memorial services I can offer several suggestions where the bagpipes would be appropriate:

• as the casket is being brought in
• during the memorial service
• as the casket is taken out
• at the graveside or crematorium as mourners arrive
• during the graveside ceremony
• at the end of the graveside ceremony as mourners leave
